Built by the Spaniards during their heyday,Baluarte was used by authorities as a watchtower and observation post for danger looming from the sea: Chinese,Japanese and Moro pirates who took pleasure in raping coastal towns and settlements.

Because of its massiveness and height, the Guardia Civils were able to warn the residents of Luna, formerly Namacpacan, alerting the peace officers to prepare to defend the properties and lives of their fellow residents.

Today,Baluarte still stands amidst the pebbles of Luna Beach,no longer majestic but deteriorated, vertically cut in two due to its eroded base and foundation; its two halves supported by concrete posts on its sides. Perhaps,it is only a matter of time until the historical landmark is washed ashore, but its symbolism,a memorandum of its people, united and strong,is something that even time cannot break.
